WhatsApp API pricing explained (India & US, October 2026)
WhatsApp is the cheapest way to reach customers who actually read their messages, but Meta's pricing confuses almost everyone who looks at it. This guide explains how it works in plain English, with the rates that apply from 1 October 2026 and a worked example of a real monthly bill.
The short version
- Meta charges per delivered message, not per conversation (that changed in July 2025).
- The price depends on the type of message and the country of the person receiving it.
- Template messages (marketing, utility, authentication) are always charged.
- Service replies, the normal messages you send after a customer writes to you, are free for the first 1,000 a month on each number, then charged at the utility rate.
- Everything you send for 72 hours after someone messages you from a Click-to-WhatsApp ad or a Facebook Page button is free.
The four message types
Marketing
Anything promotional: offers, new arrivals, festival sales, cart reminders, "we miss you" messages. This is the most expensive type, and Meta decides the category, so a template full of discount codes will be treated as marketing even if you submit it as utility.
Utility
Updates about something the customer already did: order confirmations, shipping and delivery updates, appointment reminders, payment receipts. Much cheaper than marketing, as long as the template contains no promotional content.
Authentication
One-time passwords for logging in or confirming a purchase. Usually priced the same as utility. Businesses outside India that send OTPs to Indian numbers pay a separate, higher international rate.
Service
Free-form replies while the customer service window is open, which is the 24 hours after the customer's last message to you. You don't need a template, and you can write anything.
Rates from 1 October 2026
| Message type | India (per message) | United States (per message) |
|---|---|---|
| Marketing | ₹0.8631 | $0.025 |
| Utility | ₹0.115 | $0.0034 |
| Authentication | ₹0.115 | $0.0034 |
| Service (after 1,000 free) | ₹0.115 | $0.0034 |
These are Meta's base rates for the first volume tier. Utility and authentication get cheaper at very high monthly volumes. Two things to know about the US: Meta has paused marketing templates to US (+1) numbers, so most US budgets are utility and service messages, and US prices are in dollars.
What's free
- Your first 1,000 service replies each month, on each business phone number.
- Everything for 72 hours after a customer starts a chat from a Click-to-WhatsApp ad or a "Send message" button on your Facebook Page.
- Receiving messages. Customers writing to you never costs you anything.
Until 30 September 2026, service replies were completely free and utility templates sent inside an open service window were free too. From 1 October 2026 both are charged, which is why many businesses saw their bill go up.
Do I pay GST?
Meta's rate card shows prices before tax. When a provider bills you in India, 18% GST is normally added on top, which a GST-registered business can usually claim back as input tax credit. Check how your provider invoices you and confirm with your accountant.
A worked example
A skincare brand in India sends this in a month:
- 5,000 marketing messages (two broadcasts to customers who opted in)
- 3,000 utility messages (order confirmations and delivery updates)
- 2,500 service replies to customers' questions
| Item | Calculation | Cost |
|---|---|---|
| Marketing | 5,000 × ₹0.8631 | ₹4,315.50 |
| Utility | 3,000 × ₹0.115 | ₹345.00 |
| Service | (2,500 − 1,000 free) × ₹0.115 | ₹172.50 |
| Subtotal | ₹4,833.00 | |
| GST at 18% | ₹869.94 | |
| Total from Meta | ₹5,702.94 |
Notice that marketing is almost 90% of the bill. That's the line to work on if you want to spend less. Try your own numbers in the WhatsApp API cost calculator.
How to keep your bill down
- Get customers to message you first. Click-to-WhatsApp ads, a WhatsApp link or QR code on your packaging, and a chat button on your website all start chats where your replies are free or cheap.
- Keep updates as utility. Remove discount codes and "shop now" lines from order and delivery templates so Meta doesn't recategorise them as marketing.
- Send broadcasts to segments. Two thousand people who bought in the last 90 days will out-earn twenty thousand random contacts, for a tenth of the cost.
- Let AI handle the replies. Answering quickly inside the service window means fewer follow-up templates later.
What your provider charges
Meta's fees are only part of the bill. Every provider adds its own plan on top, and some add a markup to each message. AICustomerPilot passes Meta's charges on at cost: you pay our monthly plan for the inbox, AI replies, campaigns and CRM, and Meta's message fees as they are.
