Why WhatsApp templates get rejected (and how to fix them)

Every message you send first on the WhatsApp Business API, whether it's a broadcast, an order update or an OTP, has to use a template Meta has approved. Most templates are reviewed within minutes, but a rejection can hold up a campaign for a day. Here are the reasons templates get rejected, and exactly how to fix each one.

How template review works

When you submit a template, Meta checks three things automatically: that it follows WhatsApp's business and commerce policies, that the formatting is valid, and that the category you chose (marketing, utility or authentication) matches what the message actually says. A template can be:

  • Approved, ready to send
  • Rejected, with a reason you can fix and resubmit
  • Recategorised, approved but moved to a different (usually more expensive) category

1. The category doesn't match the content

This is the most common problem. A utility template must only be about something the customer already did. Add a discount, a product suggestion or "shop now", and Meta treats it as marketing.

Rejected or recategorised Approved as utility
Your order #{{1}} has shipped! Use code SAVE10 on your next order 🎉 Your order #{{1}} has shipped. Track it here: {{2}}
Your appointment is tomorrow. Book a facial too and get 20% off! Your appointment is tomorrow at {{1}}. Reply 1 to confirm or 2 to reschedule.

Fix: keep updates strictly about the order, booking or account. Put offers in a separate marketing template.

2. Variables in the wrong place

Variables like {{1}} are the parts you fill in for each customer. Meta rejects templates where:

  • The message starts or ends with a variable
  • Two variables sit next to each other with nothing between them, like {{1}} {{2}}
  • There are too many variables for the amount of fixed text, so the template could be used to send anything
  • Variables aren't numbered in order, or have no sample values

Fix: write a full sentence around every variable, end with fixed text (even just a full stop after a sentence), and always add realistic samples like "Priya" and "#4821".

3. Vague, misleading or threatening wording

Templates that look like spam or pressure people get rejected. Watch out for:

  • Fake urgency ("Your account will be blocked today")
  • Promises you can't keep ("Guaranteed results")
  • Asking for sensitive data like full card numbers, passwords or Aadhaar numbers
  • Messages that don't say who's writing

Fix: name your business, say why you're messaging, and keep the tone you'd use with a customer in your shop.

4. Formatting and spelling problems

Small things add up: lots of spelling mistakes, ALL CAPS, stacks of emojis, broken links or link shorteners that hide the destination. Meta also rejects a template that's identical to one you already have.

Fix: use your own domain for links, keep emojis to one or two, and give each template a clear, unique purpose and name.

5. The product or service isn't allowed

WhatsApp's commerce policy doesn't allow some businesses and products, such as alcohol, tobacco, weapons, adult products, some medicines and supplements, and gambling, among others. A template promoting them will be rejected however well it's written.

Fix: check WhatsApp's Commerce Policy before you write the template. If part of your catalogue isn't allowed, leave it out of WhatsApp campaigns.

6. Missing opt-in for marketing

Meta doesn't see your contact list during review, but sending marketing to people who never agreed to hear from you leads to blocks and reports. Your quality rating drops, and with it how many people you can message.

Fix: collect opt-in on your website, at checkout or in a chat, and only send campaigns to customers who said yes. AICustomerPilot only includes opted-in customers in WhatsApp broadcasts and adds a one-tap unsubscribe.

A checklist before you submit

  • The category matches the content (no offers in utility)
  • The message names your business
  • It doesn't start or end with a variable, and no variables are side by side
  • Every variable has a realistic sample
  • Links use your own domain
  • Spelling is checked, no ALL CAPS, one or two emojis at most
  • The product or service is allowed under WhatsApp's Commerce Policy

Frequently asked questions

How long does WhatsApp template approval take?
Most templates are reviewed automatically within minutes. Some go to a person for review, which can take up to 24 hours.
Can I appeal a rejected template?
Yes. In WhatsApp Manager you can request a review if you believe the decision is wrong. It's usually faster to fix the issue and submit a new version.
Why was my utility template approved as marketing?
Meta's review found promotional content in it, such as an offer, a product suggestion or a call to shop. Marketing messages cost more, so remove that content and submit a new utility template.
Do I need a template to reply to customers?
No. When a customer messages you, you can reply freely for 24 hours without a template. Templates are only for messages you send first.
